About UPTE at UC
- Bargaining began in June 2024
- Contracts expired on Sept.30, 2024 (HX) and Oct. 31, 2024 (RX, TX)
- UPTE declared an impasse on Jan. 3. The two parties met for mediation, the first step in the impasse process, on Jan. 28-30.
Offers to date
UC has offered proposals to directly address UPTE's goals for work-life balance, health care costs, and wage proposals. These include:
- Starting July 1, 2025, a 5% across-the-board increase and a 3% increase for the second and third years.
- Raising all UPTE-represented UC employees' pay to at least $25 an hour by July 1, 2025.
- Consistent with previous contracts, regular step increases (roughly 2%) throughout the contract. Step increases for RX and TX bargaining unit employees have been expedited.
- Expanded access to and guaranteed vacation approval and sick leave, including coverage for per diem appointees.
- Adding Juneteenth as a paid holiday.
- Streamlined reclassification and appeals processes to facilitate career growth.
Wage offers explained: Median wages and proposed increases
UPTE-represented UC employees will see increased wages and step progressions over the contract, totaling 16%. Below are three types of UPTE roles, their median hourly wages and proposed increases:

UPTE represented units at UC
The University Professional and Technical Employees (UPTE) union has three bargaining units representing 19,664 health care professionals, technical, and research support professional employees.
The Health Care Professionals Unit (HX) is a systemwide bargaining unit of employees engaged primarily in rendering patient support services at UC’s Medical Centers and in smaller numbers on UC’s campuses.
The Research Support Professionals Unit (RX) is a systemwide bargaining unit of non-supervisory research support professionals who provide highly specialized and complex scientific support for researchers throughout the UC system and the Lawrence Berkeley National Laboratory (LBNL).
The Technical Unit (TX) is a systemwide bargaining unit of non-supervisory technical support personnel. It is a highly diverse unit that provides a wide range of technical support services for academic and scientific research throughout the UC system.
